Well, since you live in the Maritimes, and are bound to get a lot of rain and snow, I would suggest rustproofing it (obviously). Try not to buy white cars because it sticks out like a sore thumb with rust on it. If it doesn't matter, I would change the colour.

I never go with an LCPD theme. I usually go by 1 car mod at a time, so it really doesn't matter. If I go with a theme, I'll usually just pick the cars I want and use the same skins throughout. For example, I used one of Break's skins and modified them to fit other vehicles. It looked really nice.

If you're talking about the failure to put capitals, either the Development Team or IPB has set titles to exclude caps.

Right-click on the layer, and click 'Blending Options', 'Color Overlay' and pick the colour again. Make sure the background of the image is transparent.

Which part is confusing? The gradient part? That's only to make it similar to the stock guns. Try eyedropping the color used and put that colour on your weapon.
