Seems like it's easier with els because you can control the light and sirens separately unlike non-els where you just push one button to activate both.You need to choose the marksman pistol. If you're talking about add-on cars, you can change the name of the vehicle as long as it's the same name as in the vehicle.meta and carvariations.meta file. If it crashes, it possibly means that one entry in the files is wrong or you passed the limit of add-on cars. You can simply fix it by downloading and install gameconfig.xml
