keybindings will always be an issue, there is only limited space on a keyboard/controller for all scripts to use so i would always suggest to check the .INI file on any script and adjust the keybindings if you need to. Always helps to put a modifier in such as shift to eliminate some of the issues. 
Now as for some scripts, Police Smart Radio, traffic policer, and LSPDFR+ by ALBO i feel are a great have. Also Modern siren pack for some real sirens, and then browse the callout packs to see what you may like. They all have their own flavor of callouts. I dont really do the Visual mods but I hear that Make Visuals Great Again is a great mod for visuals.
 
Best bet for sounds, visuals, and callouts is to just browse and see what tickles your fancy lol

im on only an fx-6300 OC and a 1060 3gb and i get about 45fps with a bunch of plugins installed lol... but i am on mostly medium settings, so i will say the CPU will be a huge improvement over the FX series, and then a 1060-1070 is the sweet spot for price to performance.

never really had a problem with too many peds or ai vehicles that spawn, i actually found it to be to little lol but the mod that i use to change the game config also has options to lower it below the GTAV normal... so you may want to try one of the game configs in this mod that is lower than the GTA standard.

if you are in OPENIV and go to the tools tab, and then to options. There is a place to change the GTA directory that it is using. I do not know if that works or helps. Didn't wanna change my directory lol

from what i remember from dealing with this myself, your best bet is to change the keybindings of everything else... but in the download folder there is a readme or info and it has all the keybindings for changing. I personally just changed my smart radio to dpadup and dpadright to scroll so all it does it turn the takedowns on. But also another thing to remember is that Scroll lock will lock all ELS keys, including controller keys. So you can type, use SmartRadio, or whatever other keys you need with no ELS activity. Unfortunately we have a lot of plugins fighting for a few keys so key conflicts will always happen.
