I've also been having this issue recently with GTA V but it's worse with LSPDFR when all the plugins are included. I've tried changing the resolution and it works but it ruins the quality and makes GTA V look so pixelated from a distance. Idk if this will fix your problem, but I also suggest trying borderless windowed mode first!

I didn't disable everything from the creator's update, plus the gaming tabs but I fixed it, it was the massive amount of traffic because I replaced the gameconfig to use add-on vehicles and I did 5x Vehicles and 5x Peds which increases the traffic and ped amount. Thanks for trying to help anyway!
 
P.S: Is it still alright for a 1 Year old Gaming PC like mine to have 769 GB free of 1.36 TB?
 

ya, do 100, and press x if you rarely get callouts

It doesn't seem to crash me that much. I just got the LSPDFR Troubleshooter mod and there were no errors so i think it was just a small bug or something like that.

This is for anyone experiencing the same issue:
 
Start up via RageHook, Hold down shift> Advanced Settings> Uncheck the box that allows online cars in single player. 
 
That's what fixed it for me!
