Try using DirectX 10 instead of 11 with RPH under Game Settings > Command line switches.

@Jinja Remove any connected USB devices excluding keyboard and mouse such as Firewire, controller gamepads, cameras, scanners, audio interfaces etc... or any DirectX compatible devices.

Install Cars
You have to have "OpenIV" installed to be used along with "mods" folder. This will ensure that your original GTA files and folders are left untouched. It prevents auto-updates from kick-starting upon launch which will attempt to re-patch your modded files. Secondly, cars are usually installed into patchday folders like what @Slendis had mentioned. The folder can be found at mods\update\x64\dlcpacks. If unsure of where to install, comment in the section of whatever car you wish to install and ask for help!

Slow Downloads
There are days LCPDFR server might be overloaded. So based on what you've said, you seem to only have issues on this website and it's downloads? Then yeah, it could be LCPDFR itself. But it could be better to call up your provider and have them run a check on everything; you paid for their service, for a specific amount of speed and bandwidth after all

GTAV keeps crashing
Standard crashes are normally associated with addons which modifies the original files. Have you check that you have installed your vehicle in the mods folder? Like what @Arariel mentioned, you need to include your RPH log for better understanding.

Slow Downloads
Wow maximum 2000ms? 1) Are you using wireless or do you have a physical connection to your internet router? Something can be interfering with your wireless connection. Phones, or just your neighbor's wireless connection, etc. Also someone could be leeching your internet if they manage to connect to your wireless network. 2) Usually rebooting the router can help. Turn off your router, wait 30 seconds, turn it back on again. 3) Not enough bandwidth for your neighborhood. Think of internet cable as a water tab that originate from one end of the street to the end. Chances are you won't get much water if the house upstream using all your bandwidth. You can call your provider and complain about it. 4) Somehow the cable that's providing internet has been damaged. If you call your service provider they can check it on their end and hopefully fix it.

Slow Downloads
Most likely be a case of the download server. Try and ping request the destination server to see if you are getting any replies and the ms. You conducted a speedtest on which server? Local or overseas? You will get a full 700KB/s on local but lesser on overseas due to the distance or hopping. It is like you're from Canada trying to play a game hosted in Asia, your ping should be about 400 but a 1 or 2ms on local. Try flushing your DNS cache or restart your router via CMD. ipconfig /release ipconfig /flushdns ipconfig /renew

GTA 5 Redux Crash
Problem lies with Redux. It's very buggy as hell. An alternate to Redux would be VisualV. But if you still wish to run on Redux then trace back on how you install it. 1. Install the package into "Game Folder", not mods. 2. Applied Day 1 patch of Redux If still not working, try and remove enb + reshade. Files includes; ReShade(folder), ReShade64.dll, ReShade.fx, SweetFX.fx, dxgi.dll, d3dcompiler_46e.dll, enblocal.ini, enbseries.ini, enblightsprite.fx If you realized that you installed Redux into the wrong directory, re-install your GTA V.
