I installed Jurisdictions + and that solved the problem for me. My backup always responded without holsters on their belt but once I installed this mod, they looked like the ambient peds in front of police stations.

"Again not trying to call any of you out" was posted at the beginning for a reason, this is not an attack, and this is not false information. Second of all, responding to a report is not the same as something happening. I have reported, plenty of terrible reviews on my mods or other people's mods, or troll mods and half the time, even though it is the wrong thing to do you will just ignore it which, sure is solving this report or whatever you call it but it is not very supportive to modders when they get a one 4 star review out of lets say 50 that says "pls can this b oiv instalton is so confusing!" and it ruins all the reviews making it a 4.5 star average, and nothing happens to the review. Having a troll file or review up for 6 or 12 hours is the same as just not deleting it, 100s of people will see it, it will turn people away from the website or just waste their time by reporting it and arguing about it, and will turn people more importantly away from mods that have 4.5 stars etc.
Anyway I know that paragraph was confusing and I did bounce around a bit but I am 2 hours into a 5 hour ACT study session and not enjoying it so im a bit tired.
And to address the "we have lives of our own" that sure is true, and I understand, you just need to see how frustrating that is for someone who spends days, weeks, and months making content for a mod that has an inactive staff team, just for it to get berated by false reviews that stay up regardless of if they go against the rules. (To be fair though some are taken down, which I appreciate)
ANYWAY to finish this up, if this point really angers you that much just ignore it and all my other points will stand.

So it has been a very long time coming, and I have thought about this a few times but I am finally quitting LSPDFR and probably GTA. I know you're probably wondering why did I just post a picture of a cop car I modeled then, well that was before I realized I was quitting and demotivated thanks to chapperoni for giving me a kick in the butt. There have been MANY things leading up to this decision, and of course it isn't an easy one to make ive been in the community for almost 2 years now and have enjoyed a lot of it (ish) and found new hobbies of mine like modeling and graphic design, and subsequently police cars and has directed my attention at a law enforcement career in the future (maybe, probably not though.)
Anyway here are some reasons why I am leaving, I was going to keep this brief but really fuck that, not here to start an argument or anything either thank you to the staff for your help and im not trying to call anyone out of course just hoping this will open your eyes if you want to keep your mod alive.
- Toxic, toxic modding community. Not that this is necessarily the mod's fault or the general community's fault but man are the modders on this toxic. For those of you who have yet to see what goes on behind the scenes it is just full of negativity, immaturity, and constant shit talking no matter what you do. It is hard to spend money on ZM, and lord knows the time to make models for a plugin for a video game as your hobby just to have half of the modding community tear your shit up because your lightbar is an inch too high or your antenna is curved a bit, or god forbid you dont have a cone and a bag in your trunk.
- Inactive and/or generally unsupportive staff team. Again not trying to call any of you out, and those active ones you know who you are and I fully support you but those who arent its not very great. I haven't seen 90% of the staff team even so much as comment on a post in a very long time, which by all means is great go have your life dont focus on some police mod for a video game, but you cant expect the community to stick around. Someone can post a shitty, obviously troll model or livery and it wont get taken down for 6 hours just to have the whole community berating them and reporting them but no one doing anything about it, or they can leave a 1 star review saying some pointless shit on a mod you spent weeks on and guess what... you report it and nothing happens, just sad how unsupportive the staff is.
- NO UPDATES! It has been 1 1/2 years since the last update for LSPDFR, with an experienced team behind it, a supportive community, and plenty of staff working on it nothing has been done. I know I know "BUT 0.4 IS COMING ITS GOING TO CHANGE THE GAME!!!!" simply... no. An animation has been added. And RDE and EUP have been watered down and then added. Not only is it not good, its just bad, not trying to be rude but nobody wants that, I could care less for stop and frisk or having mods that are already in my game dimmed down, we need an actual update. I know what you're thinking: "t0y you IGNORANT SLUT! YOU ARE A MODELER YOU KNOW NOTHING ABOUT GAME DEVELOPMENT AND SCRIPTING!!!!!!!! YOU HAVE NO RIGHT TO TALK YOU FAT SLOB!" first of all im not fat, and that is very rude, second of all ITS BEEN A YEAR AND A HALF there have been so many scripts made, and huge game improving mods like from Albo that have taken less than a year in a half or PNWParksFan who has made an ENTIRE COAST GUARD CALLOUTS MOD in less than that time that has 100x more content than that update, and those are all by one person not even a whole development team. Up until the 0.4 announcement I had just thought the scripters or creators or whatever you guys are called just ditched the whole mod which is really sad considering I have spent countless hours, even 100s of hours making content for this community on my own time, without asking for donations, or trying to sell godawful merchandise. I really would've expected more from you guys, and you've failed us.
- Honestly it's just boring. A repetitive mod that barely scratches the surface into anything police related. There are police chases, sure but you chase the guy for 4m, get run over by 100 cop cars "helping" you, pit the guy, shoot him, call a coroner, and drive away then rinse and repeat. No cordoning off the scene, calling investigators, directing traffic away from it, getting backup to come and park near the scene to help out, nothing that isn't action filled, like normal police work. It's just not enough to spend so much time on making models for, I would be willing to bet that there has been 5x as much time and effort spent on modeling for the community as I've seen from people like Matt who spends so much hard work on his models than the mod itself which is just silly. AGAIN because I know this will be taken the wrong way im not trying to call you guys out, I know you have a life, it's just a reason why im out of here.
Anyway to conclude. Yeah. Bye.

There are so many car mods out there that it's frustrating when you can only have a certain amount in game (as replacements), and have to keep switching between all the ones you like or just want to try. This text-based tutorial aims to teach you how to install cars as a add-on/standalone! Please note, this tutorial does not cover add-on cars that have their own dlcpack.
Quick notes before you begin.
* You must use a mods folder!!! For information on how to use this, click here. (OpenIV website)
* Mpchristmas2 is just my preference for standalone cars. Some people use other DLCs such as mpluxe.
* There is a standalone car limit. If you exceed yours, download this gameconfig for unlimited add-ons. NOTE: I have not personally tested this one, back up your gameconfig before installing!!!
* All standalone cars must have a vehicles.meta and carvariations line! Otherwise it will not work properly.
* Handling.meta, YMT edits, etc are all optional, you do not need to edit anything else aside from the vehicles.meta and carvariations for the car to work.
1) In OpenIV, navigate to mods-->update-->update-->common-->data-->levels-->gta 5, and extract "vehicles.meta" to your desktop. I advise making a folder on your desktop named "original vehicle meta", or something similar so that way you can store these files and know exactly what they are. You won't actually be editing this meta, but you will be taking individual meta lines from it to use for your add on cars. For example, if one car is a Dodge Charger, you'll use the police2 meta lines. CVPI, police lines. I don't think it truly matters in the long run which you use (aside from the handlingid needing to match the car) as long as they are similar and not completely different (IE using the meta for the Pounder)
2) Grab the "police" meta from this vehicle meta. Either paste it in a notepad or just hold onto it. Note: If your vehicle is a non Law Enforcement vehicle, just take the meta of a similar type vehicle.
3) Navigate to mods-->update-->x64-->dlcpacks-->mpchristmas2-->dlc-->common-->data-->levels-->gta 5. Extract this vehicles meta to your desktop. Open it, and paste the meta line. Change the modelName, txdName, and gameName to that of your add on car.
4) In the vehicles.meta there is this line: <audioNameHash />
Audionamehash dictates how your vehicle sounds. If it remains <audioNameHash />, it will not have any sound. You will change the audionamehash to whatever suits the vehicle you're installing. So if you install a CVPI, it'll be police. There isn't a huge variety of namehashes for police vehicles. There's no police Explorer, so you'll either end up with an Explorer that sounds like FBI2 or SHERIFF2.
Note: The following only applies if you are using ELS!!! I, however, have started using the namehashes of regular civilian vehicles. In the case of the Explorer, I use gresley. This means that your vehicle will sound more in tune with what you're driving. However, this also means the in-car radio will work. The only way to disable this is by turning the music all the way down in the settings. As I said, there's a variety of what you can use, and I have those listed in another topic.
Save, and drag the edited file from your desktop back to OpenIV.
5) In OpenIV, press the back button twice so you see the "carvariations.meta" (mpchristmas2-->dlc-->common). You will also need to extract and do the same thing in terms of naming it. Change the name, save, and re-add to OpenIV. I've included one of my carvariation lines you can use as a template for all your vehicles. Do note a few things: 1) Some vehicles require custom carvar settings. Most, however, will work fine with this. 2) For non police vehicles, change sirensetting to "0". This setting is only for emergency cars. 3) <kits> deals with the mods that the car will have. I, personally, never mod my cars, so I just ignore that.
6) If you haven't already, download the vehicle files for the car you want, and rename them to match your add on car.
7 ) In OpenIV, you can either click the back button until you get back to the page with "common" and "x64" folders (mods-->update-->x64-->dlcpacks-->mpchristmas2-->dlc). Once on this page, go to x64-->levels-->gta 5-->vehicles-->xmas2vehicles.rpf. Click the "edit mode" button, and drag and drop the vehicle files from your desktop into OpenIV.
8 ) Click "edit mode" again to turn off edit mode, and you're good to go.
Final notes:
* In the carvariations, sirensetting must be set to at least 1 for it to have siren. There are other siren settings you can use.
* In vehicles meta, <flags> must have FLAG_LAW_ENFORCEMENT and FLAG_EMERGENCY_SERVICE
