Yes, spawn the car with SNT, and use the car color menu to find the colors that you want the traffic to be. Write down the color codes and then put them in the carcols.dat file.

Or you can use SNT to change the colours, writing down the ones you want.

If they need testers, they will ask anyone that they feel fits the job. Asking them for a place is a safe way to strike yourself off the list of potentials.

Flashpoint uses Suburbans, but I can make a tahoe one if you like.

You can press ALT+F11 to force a callout. If you aren't receiving many types of callouts this will vary them a bit.
