Remove the read-only properties from your grand theft auto folder (Right click, "properties", de-select "read only", "apply", "ok") Run the LCPDFR installer again as a administrator (Right click, run as admin)

lol, ninja, I was joking in my post earlier when I recommended C++.. As CP said, C++ is real hard and if you don't know to script you definitely wouldn't start with C++.
