If I remember correctly, Police 3-4 are on the second to last menu in the Trainer Car Spawning Menu.

You pretty much change a texture in photoshop, until it fits the right spot in the lightbar. emergency_emis or whatever is what you need to edit.

You can put any vehicle in any vehicle slot, but it needs to be replaced the the car's name you're replacing. You want to put a Tahoe in fbi's place, then rename polpatriot to FBI. You might have to change a file in cargroups.dat or something and make sure the FBI is in the trucks category.

I just downloaded this, excellent mod. Looks epic in-game.
