Its stated missions involve anti-terrorism, border security, immigration and customs, cyber security, and disaster prevention and management. It was created on November 25, 2002, by President George W. Bush in response to the September 11 attacks, and is also currently the youngest U.S. cabinet department. The DHS isn't just a federal agency, it's a coalition of various agency whose duty is to protect the US soil. The Central Intelligence Agency is a foreign intelligence service of the US federal government, tasked with gathering, processing, and analyzing national security information from around the world. Unlike FBI, the CIA has no law enforcement function and is mainly focused on overseas intelligence gathering, with only limited domestic intelligence collection. Talking about this file, although I wrote "Pack" in the title, I don't think this could be considered as such. Because CIA (IAA) in EUP doesn't have a very important role like FBI (FIB), hence there's no tactical team or other stuff like the other agency, only a couple of badges just let yourself recognize as CIA agent.
