  1. You only need the base itself if you're going to be making vehicles yourself, in that case you can find it on Modification Universe.
  2. The base is simply the model used. Check the credits of a car pack to see what bases are used. There are Charger skins for two different bases in this pack - Matt's and GeorgieMoon's. They are not interchangeable as they use different templates. I named the GM Charger skins differently as a result. Just use the corresponding skins for a car in a pack you like using either base
  3. Utilize the texture editor in OpenIV. I'm sure there's plenty of YouTube tutorials to help you step by step.

  6. I believe the officer that had that on his car got in some hot water with the city council. I'm from Lafayette so I see their cars quite a lot
  7. Looks pretty good for your first texture. Just a couple of things to change if you want to make it super accurate. LPD cars do not "In God We Trust" under the POLICE decal. They also do not have numbers on the doors of their vehicles. Other than that, it looks pretty good for your first skin

  10. I would like to request a skin based on Tippecanoe County Sheriff's Office (Indiana) cars for Captain14's Sheriff pack. Though Tippecanoe County does not use Tahoes (they have a number of 2016 Durango Pursuits for their SUV units) I think this skin would look great on Captain14's cars. Tippecanoe County is my home county and their cars are very similar to my agency's. My knowledge of skin creation is pretty much none, though I'm planning on getting into it eventually.
