No, and this is against Rockstar's TOS and our guidelines.  Aside from this, I NEVER recommend taking the easy route when modding.  A huge part of the entire process is learning how to do it, and making mistakes.  Lets say you use someone else's mod folder, and you start crashing.  How can we help you when you have no clue what you installed?  To top all this off, anyone can easily include malicious files inside the mods folder.
 
This isn't the answer you wanted, but no.  We don't condone this, and highly recommend you take the time to learn how to do it yourself.  If you require help with something, please make a new topic and we will gladly help you.

I was wondering if there is anywhere or anybody who has shared/uploaded their mods folder so I can download it and apply it to my game as oppose to having to start installing shit one by one and troubleshooting why Mod A doesn't work and why Mod B doesn't load correctly and so on and so fourth.

This mod is only for PC.

I'm looking for a mod that makes it so you can beat people up without killing them. (Punches,Kicks,Nightstick)  Sometimes I like to play as the bad cop but after two hits to an suspect they just lie there dead.

You've got to actually get into the game in order to properly determine whether or not the mod is working correctly. If you run into any issues, then it would help if you could describe the issues and post your logs. We can't really do anything to help you if you haven't even played the mod yet...

If you haven't tried yet how do you know that it doesn't work?
