    I know this topic is years old but I wanted to comment here since I found it on Google.  For the life of me, I could not understand why random police bikes were spawning on the road from time to time.  No riders at all.  In fact I could not even ride it myself.  

    It has to do with the vehicle.meta file.  In particularly it had more to do with the handlingID.  For some reason it was set to police2 instead of policeb. 

    Just responding here encase you found this thread on Google.  My advise is to replace the vehicle.meta file in your mods folder with the original and see if it makes a difference.

    OpenIV > Tools > Hash Generator

    type in your weapon name, drop down box is Unsigned Int, then click generate

    You would then put that hash number into your Fast Draw weapon slot.

    We’re happy to welcome everyone to the public preview of LSPDFR for GTA V Enhanced Edition! This is an early preview build, so please keep in mind that not all Legacy Edition features are available yet. We’ll be continuously updating this version as we work toward full feature parity.

    Plugin and callout compatibility
    If you’re wondering whether your favourite callouts and plugins will work: in most cases, yes. A small number of mods that directly interface with the game’s memory may have issues and need updated by their creators, but the vast majority should run fine.

    The new RAGEPluginHook has been designed to mostly 'just work' using the new hybrid RAGEPluginHook approach.

    NVMe + DirectStorage warning (RAGE Plugin Hook)
    If you’re playing GTA V Enhanced on an NVMe drive (you MOST likely are if you have a new system!!), you may see a warning from RAGE Plugin Hook about DirectStorage being enabled. To resolve this, install the DirectStorage fix (also linked by RPH):

    Please pay particular attention to this mod's requirements (particularly the ASI loader).

    Should I use Enhanced Edition?
    RAGEPluginHook and LSPDFR are using a hybrid approach to support both Enhanced Edition and Legacy Edition going forward. We’ve also seen a lot of feedback online suggesting that Enhanced Edition loads faster and runs better than Legacy.

    That said, this is a Public Preview. Some mods and callouts may not be updated yet, so Legacy Edition may be more compatible for now. The Enhanced Edition versions of LSPDFR and RAGEPluginHook may also contain bugs that haven’t been caught in Insider testing.

    A lot of content, for example all vehicle models, need ported to Enhanced and will not work out of the box. Tools like OpenIV largely do not work, and have been mostly replaced by CodeWalker. You will not be able to use most content modifications out of the box on Enhanced Edition.

    Ultimately, our goal is to keep this choice in your hands for as long as possible.

    Already tried that actually. But I was never able to reproduce it. The crash randomly occurs. On some sessions with my modded vehicles, I can play for hours without the issue above.
    And it is not specific to one vehicle. It happens regardless of what police vehicle and civilian vehicle is spawned on the fake traffic stop.

    You can achieve this also with Simple Trainer under the Vehicle God Mode Setting.   Look for the settings feature of God Mode below the enabled and you can enable or disable certain aspects of God mode if you like.  For example, if you want all the realistic damage to occur like normal but only want to enable a clean vehicle 100%,  there is an option at the bottom for that as well.  

    As far as backup responding dirty you can go to the vehicle meta file and look for as an example below

    <dirtLevelMin value="0.300000" />
    <dirtLevelMax value="0.850000" />   

    Change values to 0 

    The vehicles do spawn in and also backup do respond with cleaner vehicles.  I would say about 98% cleaner than normal.

    Just to ride on the back of UnknownBasition and Cyan:

    UnknownBasition & Cyan are 100% correct on this.  LSPDFR will typically spawn in police vehicles (more than likely the same type of vehicles you have currently installed) they spawn nearby, further away and then eventually come within play render view of your character.  Note that it can even be a few streets over.  Then Lord forbid you press a Panic Button!

    Most are not aware of a Megabyte Hard limit imposed by Rockstar on vehicle model size.  Whether that be a yft or ytd type of file.   The consensus for the Megabyte hard limit imposed is fairly close to 25mb to 30mb, give or take a mb or so.   So you can probably guess the trend that most vehicle mod authors have been going with and that is 4k textures.  Because we all want those 40mb worth of  Police Computers, Radios, Starbucks Cups, Ticketbooks, and printers that you will never see, even in first person *sarcasm off*

    I won't mention much more as UnknownBasition and Cyan covered great recommendation with the  GTA Resource Adjuster and take a good look at your car models sizes.  Focus on that ytd,  there is are ways to reduce those file sizes and vids out there that go through Step by Step on how to maintain top quality and still cut the ytd size in half. 

    (Probably not advisable to self promo my vids here)

    Is this for any police station on the map?  

    It appears that LSPDFR is loaded in as I can see the notification at the top left and I see the icon.   

    Try this:   In game press  ALT + ENTER and see if you can get to Windowed mode,  now try to press E to enter station.  If that doesn't work,  Press ALT + ENTER key again to get back to Fullscreen and then try once more.   You can also try the main station at mission row at the locker room.

    You might consider getting a trainer and turning on "Never Wanted" as the Police chief usually looks down on his new recruits having 4 bullet wounds actively bleeding all over his newly polished floors 😆
