It's normal if you not using mods folder. When you verify game cache it's revert ALL files to original files, which means that all mods will gone. So, if you wan't to keep you mods, you need to use mods folder. But, why you verify game cache?

Got some Compton stuff! Also got the Sheriff cars spawning in Compton, instead of Police cars, and without any script. Just edited some original gta files.

You probably not edited the carcols, or carvariations. Or both files.
