custom made GCPD pack where I didn't edit the carcols file

When I open carcols.ymt from update update.rpf x64 data with notepad I get all strange lines (unreadable). What am I doing wrong? In my nypd pack I could read it.

I don't know why but whenever I remove this plugin my game runs smooth, with this plugin I lose fps. I got arrestwarrant callouts, gang callouts, automatic roadbloacks, arrest manager, assorted callouts, traffic policer, police radio, code red callouts, crazy callouts, peterU callouts, pursuit on the fly, rednecks, HeroCop, better ems, custom backup, search warrant, cleartheway- 1,178 comments

WIP because I'm planning on adding new cars to the pack when I'm finished playing around with the NYPD pack. Also planning on doing GCPD peds alongside the Bludhaven mini pack. Multiple unit numbers included and different licence plates CREDITS for models Bxbugs Windows446 Mods recommended: The batman mods on gta5mods if you wanna play as batman or some villain Also try riot mode with a trainer ingame (I don't know if there is an option for it) or maybe a mod for rioting peds so you can live the true Gotham in chaos experience like in the batman games/movies.
