A Code 3 Javelin setup to FHP Standards. Fits directly on my CVPI since I made this for a FHP CVPI I was working on. Have fun.
 

I have liked the way Charleston Police Department looks. Very classic yet modern looking. Their older cars sport a Whelen Liberty with rear spit modules to allow for a TA while their newer cars have SoundOff packages with white lights in the grill. They have changed liveries a few times over the years from their classic design, to a newer black and white with a blue line to all black with a blue line. I tried to make this pack as authentic as possible with the information I had. Special thanks to SCPoliceCruiser.com for supplying me with great pictures to help. I am aware that they have unmarked cars and some FPIU's but I couldn't find enough information to make them accurately enough for my taste but I may update in the future.

https://www.youtube.com/watch?v=cObHTZJbywk   Based off the actual Florida Highway Patrol, I bring you a 2018 SAHP Charger that is ELS! It is accurate to every detail! Want to give Officer Underwood a big shout out for helping me with this project with lighting and etc. I have included a few options you can choose from. Such as window tint,all black rims, tire shine. I did not include a red and blue ELS setup. I know the MDT screen is bright...If you want to add one yourself, just put a texture there youd like and put the opacity wayyy down and make the brightness darker and mess around with it. Also the tape on the rear is reflective.Credits are as follows:
 
 
 
To install the Charger:
1)Get OpenIV
2)Navigate to mods/update/x64/dlcpacks/latest patch day number/dlc.rpf/x64/levels/gta5/props/click on vehicles.rpf
3)Make sure edit mode is on at the top right and click the green "plus" up top.
4)Import the police2.yft,police2_hi and police2.ytd
 
To install ELS .VCF
1)With normal window browser(not openIV) got to local disk C/Program Files/Rockstar Games/Grand Theft Auto V/ELS/pack_default
2)Drag and drop the police.xml that was provided in the download. The provided .VCF is to ensure correct lighting patterns and extra's.
 
To install extra options in the folders:
1)With OpenIV navigate to mods/update/x64/dlcpacks/latest patch day number/dlc.rpf/x64/levels/gta5/props/vehicles.rpf and look for police.ytd
2)Make sure edit mode is on
3)Click import
4)Naviate to where the extra optional textures are and click on them
5)Click save

 
 
Please download this .YTD and install it...It's got better emis textures,I got rid of the purple plastic and I also made the valor glass not so foggy!!

IMPORTANT:
-These vehicles are lore friendly, therefore do not judge based on realism!

INFO: These vehicles are inspired by the San Francisco Police Department and Marin County Sheriff Office. Due to these cars being based on California departments they are equipped with steadyburns. This pack comes with 95% breakable windows (all except the CVPI windshields), pushbar collisions, and three light stages per vehicle except
for the unmarked CVPI, and functioning takedowns for every vehicle. If you have any problems / bugs please post a comment about it instead posting a negative review, it may just be a simple fix. I will try to help fix any problems and answer any questions.

INSTALLATION:
1. Make backups!
2. Drag all files included in the "models" folder into: gtav/mods/update/x64/dlcpacks/(LATEST PATCHDAY)/dlc.rpf/x64>levels/gtav/vehicles.rpf, using OpenIV in edit mode.
3. Drag the vehicles.meta included in the "data" folder into: gtav/mods/update/update.rpf/common/data/levels/gtav, using OpenIV in edit mode.
4. Drag all VCF files in the "ELS" folder into Grand Theft Auto V/ELS/pack_default.

INFO: By default the car is set as "police4", (So you can see in LS area). If you want to use it in Blaine County just change all of the file to "Sheriff#"
 
INSTALL:
Open IV and Press "Edit Mode" Locate folder directory: (C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\mods\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\) Drag .ytd, .yft and .xml files into folder, then press "Edit Mode" to save Locate GTAV Directory ELS folder (Not in OpenIV), Drag the .xml in provided into "pack_default" Ready to Lauch Game!

Skins based of my hometown, Rivière-du-Loup. This police force no longer exist, but I refreshed the look for Los Santos. I made it for personal use, but I wanna share it for everyone.

Hello all, I have spent the last about 3 months trying to learn and get comfortable with how modeling works. Here I present to you a 1 car vehicle pack. This is based on Rome Police Department (Georgia) and features:

here's how you do it
Anything you want to be reflected, you want to leave on a transparent texture. Obviously, follow the template and once you are done delete it and name it Reflective
Anything you dont want reflective for example Color of the car, License plates, maybe badges just color in the background with the other things you don't want to be reflected. 
 
@RobertTM has a really great tutorial on his reflective packs if you want more in depth stuff done.
