  1. Go to Steam > Right Click on Grand Theft Auto V > Properties > Launch Paramater
  2. I read, that you use the commandline "UseMinimumSettings" twice. Delete the commandlines.txt inside of your main directory and check if you are using the parameter in steam as well.

  14. Sorry, but I can't see your processes. You need to figure it out on your own.
  15. You just need to find the process, which uses the file.
  16. Then just press Ctrl + Alt + Delete. Open the Taskmanager and kill the process.
  17. Run the program as administrator. Therefor you need to extract the .exe to your desktop.
