that what i said before it causes more issues and if got an issue without plugins and callouts it may will be from NET.Framework

The most of those plugins doesn't support RPH latest version so if you want to try them, you can test it on your own risk but you have to wait LSPDFR 0.3 or some new updates of some plugins like CalloutsCode3.. CalloutsV..and you can find some plugins are working fine with your RPH latest version normally (it may luck) but to make attention you have to read all ReadMe Files and use the correct versions of plugins with your correct RPH version Thank you to appreciating me and post your log file but please in the next time post it in a spoiler tag

Okay Can You Go To GTA V directory And Create A Folder Called "mods" All Letters Are Low Case Then Copy x64e.rpf And update Folder (Just Copy Them) Into Your mods Folder Then You Can Change Your Cars Normally... And If U don't Understand A Video Show You How To Replace Cars But Remember All Replaced Cars Weigh Your Game So Attention

Check if U have The latest Update of Your Graphic Card ... and Run Your Game On Directx11 and Try Your Game now and I suggest To Buy A Samsung Monitors...Because If U have A Computer Desktop I think you Must Have This Max Resolution 1920x1080...
