I'm pretty comfortable editing .xml files by hand but I'm sure it would help someone and I'd at least test it out. Depending on how intuitive the GUI is I might use it exclusively.

default backup.xml doesn't have any examples of vehicle chance, so I'm not sure what you're referring to.

Create the 'mods' folder as stated. In OpenIV go to tools -> ASI Loader, install everything it wants for the .ASI loaders. Copy your update.rpf to \mods\update\update.rpf. Then make sure you have mods\update\x64\dlcpacks and copy the EUP dlcpack folders to there. With 7.0 the .zip is actually a package installer, so you can just go Tools -> package installer and select the .zip once your mods folder is setup as above. or Windows Explorer. Just create a folder named 'mods' in your GTA5 folder. Actually, I think the new OpenIV creates it for you if you go to tools -> ASI Manager and install those things.

You have to actually loadplugin EUPClothingMenu.dll or put it in your startup.

While I appreciate all the work that went into that mod, I'm not really wanting to install it just yet. That goes way beyond replacing a badge texture. So if you can't find the mod you're looking for, I say, make it yourself. So that's what I did. save as accs_diff_000_a_uni.png and save this as accs_diff_001_a_uni.png With OpenIV find s_m_y_cop_01.ytd under mods\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf or x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf and replace the corresponding textures. Should be all you need to do as the female LSPD cop already has the EUP badge texture.

Most likely needs an update as it is installed in \plugins\LSPDFR. Go bug the guy on the comments, maybe he'll update it. ;)
