0.4: Added the option to fine a vehicle for a parking violation. Improved behaviour of peds in the callout when they're randomly assigned to an pursuit by LSPDFR (I hope they add the option to disable this in the next version). Made it more likely for a driver to be unaccompanied by a passenger in the callout. Reduced the chance of peds drawing assault rifles, increased the chance of peds drawing guns. Made the model name look more stylish.

I don't know if you need to make a specific event- I was just commenting. I feel like your cellphone/mobile phone (we typically refer to them as cellphones) use while driving covers it. At least where I'm located, the term 'distracted driver' covers phone use, general in-attention, people putting on make-up while driving, or whatever.
It does, and that's fine. I'm kind of with @Adzie though. There's nothing wrong with multiple mods having the same features. Gives people a choice, gives the option for one developer or the other to streamline their mod by removing or altering the function, or maybe even collaborate with each other.
Final thought: your mods so far are really, really good. You're off to a strong start with both in my opinion. I appreciate the effort you put into the updates (although I also think it would be fine if you took your time with them). I've used the transport mod since day one, and so far looks like the traffic one is going to be a standard for me.

How to add vehicles in game with working engine sounds and correct vehicle colors

Hello guys, I am glad to announce you all on the forums that we can add any vehicles on the game with working engine sounds and correct colors for each vehicle, It is possible too to add boats and helicopters on the game without any limitations unlike other GTA games, Also this is more surprising that we can also add emergency vehicles on the game with working siren lights and it's siren sounds properly, No extra script to do so.

So before we can start, You should read the notes first.

1,) You cannot add the new added vehicles on specified section of dispatch.meta

Alright this is most annoying thing on adding new emergency vehicles as If you add a Police SUV and put the name on SWAT_SUV section, It will spawns empty, No cops drive it, It just wandering around like a normal car, I don't know if this is hardcored or it still can be edited on a file or native script.

This also does not work on new added Fire truck too, They're still spawns with driver and passengers but it does not responds to fire, I don't know why but I'd recommend not to add the new vehicles to those sections of dispatch.meta

2.) I am not responsible for breaking your game as if your game were broken because of this, Until you have a specified problem about siren lights or vehicle colors, You're welcome to ask.

Alright, If you read the notes, Let's get started.

First, You should add the models first to x64e/levels/gta5/vehicles.rpf

Then, You should add your own lines to vehicles.meta, Either from update.rpf or mpchristmas2.rpf or mpheist.rpf
There are the example of the lines from vehicles.meta, You should use notepad or similar program to edit vehicles.meta

Example:

Then, You should add this lines on vehicles.meta too:

<parent>vehicles_poltax_interior</parent> <child>model_name</child>
It will have interior textures on the new added vehicle.

You should add vehicle audio hash on vehicles.meta too or it will not have any vehicle sound:
<audioNameHash>9F</audioNameHash>
Example: You should use existing internal name from vehicles.meta like Stanier police cruiser is "police" or Interceptor cruiser is "police3", So the sound will work on the new added vehicle.

After you added your own lines, Please save your notepad or similar programs.

Then, This is about it's vehicle colors, lights, siren lights and it's liveries, It is located carvariations.meta unfortunately the original one is compiled as .ymt file but there are another way to add vehicle colors which is located from mpchristmas2 or mpheist dlc files.

You should add this lines to the end of carvariations.meta

About liveries, You can add the liveries as long the vehicle models have liveries placed on it's models.
Liveries:

<indices content="char_array"> 134 134 0 156 </indices> <liveries>

</liveries>
If you set one of them to "true", The new added vehicle will have liveries attached to the vehicle, Do not set the item value "true" one the same line, It will glitch out the liveries unless, If you wanna add the new liveries, You should add this lines.

<indices content="char_array"> 134 134 0 156 </indices> <liveries>

</liveries>

<indices content="char_array"> 134 134 0 156 </indices> <liveries>

</liveries>

About siren lights, There are varies of siren lights from several emergency vehicles that can be used, But be careful, Wrong siren lights will glitch out the siren bar on desired added vehicle, So I listed several working siren lights that you should use.
<sirenSettings value="1" /> = This siren lights is used by Police Buffalo, Police Riot, Park Ranger SUV and Sheriff Granger. <sirenSettings value="2" /> = This siren lights is used by Police Interceptor. <sirenSettings value="4" /> = This siren lights is used by Ambulance. <sirenSettings value="5" /> = This siren lights is used by NYSP Police Roadcruiser, NYSP Police Rancher and LSPD Police Transporter. <sirenSettings value="6" /> = This siren lights is used by Police Bike <sirenSettings value="7" /> = This siren lights is used by Fire Truck <sirenSettings value="9" /> = This siren lights is used by Tow Truck and one of Boxville models. <sirenSettings value="10" /> = This siren lights is used by Lifeguard SUV. <sirenSettings value="13" /> = This siren lights is used by Stanier Police Cruiser and Sheriff Cruiser. Then you're done with adding the new vehicle, You can test it in game by trainer or RAGE Hook, or for emergency vehicles, You can use dispatch.meta to spawn the new vehicle on wanted level as long it does not belong to "SWAT_SUV" and "FIRE_TRUCK" section of dispatch.meta.

Betarays reacted to LukeD in HOW TO: Avoid Rockstar Updates
Help GTA V updated and now LSPDFR doesn't work!
With the ever increasing number of threads being made and the number of repeats we all have to make about Rockstar I figured it would be beneficial for you all to have a pinned thread on avoiding updates along with some useful information for you all.
Important Notices:
This is verified to work with the STEAM edition of GTA V, I cannot verify that it will also work with the RGSC edition, however if users report that it works I will update this thread to suit the requirements.
Do not upload or copy links to downloads containing the backup files, as we do not condone sharing the original game files.
Modding will always be broken by official updates. this is not just a Rockstar thing, this applies to any game that gets a new update. Cities: Skylines for example has native mod support through Steam workshop, but those mods get broken and require updating whenever Colossal Order (the developers) release an update.
Here is what they have to say on the matter:

And here is what Rockstar says on the matter:

So lets take a minute out of our time to not whine, complain, shout at and otherwise slander Rockstar for updating their game just because it slightly inconveniences you. If you had made backups you wouldn't be in any position to need to slander them. We're all getting tired of reading and responding to the same select posts "Rockstar sucks, they released a stupid update I don't care about". Let's just stop. Please?
With that over with, let's get onto....
The Guide Part 1 - Making a Backup:
It's no surprise that the title updates appear to be unavoidable in some regards. On Steam the launcher often forces you to update before you can play, I suspect this is similar for the RGSC edition. But fortunately it's possible to trick Steam (and possibly RGSC) into thinking it has updated, and as such that is the big secret about this guide.
1) Create a folder in your GTA V directory or in a preferred location (to avoid any possible chance of accidentally removing the files, I recommend making the backup outside of the directory)
2) Name this folder "GTAVBackup" or something similar so you know EXACTLY what this folder contains.
3) Take careful note of what patch you are currently on, this is best found via the RagePluginHook.log file, I'll show you what you're looking for:
Scroll down to the bottom of the log (most recent logged activity usually) and then slowly scroll up until you find the beginning of your last modded game session, it will look like this:
Product Version: 1.0.393.2"
4) Copy the GTA5.exe, GTAVLauncher.exe into the folder you created before (these are both located in the root of your GTA V directory)
5) Now go into Grand Theft Auto V / update / and copy the update.rpf file into the backup folder.
6) Congratulations you've just made a backup of the latest patch.

Now how do we stop GTA V updating?...
The Guide Part 2 - Avoiding the Update
Now as I mentioned earlier it is not actually possible to 100% avoid the update. But you can trick Steam and possibly RGSC into thinking it has updated.
1) Open your GTA V commandline file (called commandline.txt) and add the following to it "-scOfflineOnly" (without the quotes), this will force GTA V to load social club in offline mode (and therefore boot straight into singleplayer) NOTE: You must have loaded GTA V at least once to let it authorise your account before using offline mode.
2) Let GTA V update. CRAZY!? RIGHT? I know but there is method in the madness. Let it update to the latest patch version.
3) Here comes the magic, once the game has updated....guess what you do with those files we backed up in part 1? Yes, you replace the new files in your GTA V directory with the ones from your backup folder.
4) Launch the game and voila you've just gone backwards by a patch version. Your mods should now continue to work fine.

Keeping Track of Updates
Now that you know how to go backwards by a patch you also know how to manage your game versions. Or do you? You see while mods will all continue to work on the previous patch we will always strive to bring our mods up to date and in line with the latest patches so that you can keep enjoying them. Meaning they soon become outdated.
Keep an eye on all information possible, the main places to go to are:
• This forum (see the top of the website for important information).
• GTAForums thread for ScriptHookV (and Alexander Blade's development website)
• RagePluginHook website
• Rockstar Games website
Make your backup at the start of a patch when mods are all working again, as this is probably the point you want to go back to when an update occurs. Do not replace your backup files immediately. Only replace them when you KNOW mods work on that patch. And if you have the disk space, feel free to keep multiple backups.

Updated Information! - Reverting Game Version 757 to 678
Special thanks to all users who discovered this, and to MulleDK for the tutorial video that can be found at the top of the home page, or here.
In order to revert this game version you are required to backdate your Social Club Launcher application as well, failure to do so results in "error 16".
Follow the steps of the full guide as per usual, replacing the updated game files with the backed up old version (678). When you try to launch the game now you will received an error 16 launch failure.
1) Uninstall all traces of the Social Club application
2) Install the corresponding patch release for the Social Club launcher. This can be found direct from Rockstar's website here http://patches.rockstargames.com/prod/socialclub/Social-Club-v1.1.7.8-Setup.exe
3) Launch the game and enjoy your mods

Just a quick question. I know nothing about modding, but how come I am able to play 0.1e and use all my other mods with an updated Rage Plugin Hook and I see very little performance drop? Is there something new in 0.2 that causes it? Just curious. Looking forward to release guys, keep us posted!

Introduction
Police Radio is a modification that enhances gameplay as a Police Officer in LSPDFR. It allows you to check license plates, tow vehicles, call coroner services, request backup for traffic stops, request K9 drug dogs to scan the car, have observations of the vehicle, question the driver of a vehicle in a traffic stop, andrequest pits on suspects. Each aspect of the modification will be explained further within the description.
