Community sourced audio could be a good idea. Another way of doing it could be, The developer could write up a script of things that need to be voiced and people from the community could submit their version of the lines said. then the developers could pick who ever's voice they see fit for a certain cop model or just all of them in general so it's not too much of a hassle. I'm sure people are willing to contribute to this.
