I've had a bug recently where the LSPDFR tab doesn't show in the pause menu. This is a big game-breaker in regards to LSPDFR since that's where you select / create / switch characters and change settings.
 
All posts in regard to this particular bug has been given no solutions, which is why I'm creating this post incase someone runs into it and needs to find the fix - something I couldn't do and had to figure out myself.
 
For me, if I ticked the setting in RPH "Enable counter measures against online vehicles being removed in singleplayer," it would present to me while I was loading into the game "Fatal error." This also breaks the LSPDFR tab being added in the pause menu.
 
Solution: In order to get your LSPDFR pause tab back in the pause menu, disable the RPH "Enable counter measures against online vehicles being removed in singleplayer" option. This will stop you from getting the "Fatal error" message on the loading screen and will give you your LSPDFR tab back.

I'm starting this thread as my inbox is currently getting generously spammed with over 9000 messages for things such as EUP British pack, EUP LAPD (California Overhaul thingy), Alaska state troopers, Orange County, etc. So the thread is to clarify first a few things about EUP and then give modders more info on how they can actually do those things because personally I won't do those.
EUP is a bit like LSPDFR, we provide the basic content for this to work and the community can provide more add-ons by editing or using the base content that we made.
DISCLAIMER
Please note that the peds used for EUP, are made by Rockstar Games, for GTA ONLINE and that we don't have any copyrights related to the male and female peds of this category, we simply gave them more clothes, gear and uniform. As well as scripts to make the customization easier and user-friendly.
So in other words, everyone is free to make his own ''EUP''
Still it's preferable to use EUP as a base for your modifications for compatibilities issues and simplicity.
but, how does one do that? Hulp pls!
1) All textures/models are located here: mods/update/x64/dlcpacks/eup/dlc.rpf/x64/models/cdimages (Those file are free for editing and reupload as long as you edited them) 
2) Menu editing? The menu is not open source, but you can edit easily the 4 configs files in Grand Theft Auto V/plugins/EUP  you are looking especially for presetoutifts.ini in which you'll edit outfits names and maybe components or remove/add outfits.
3) What files to includes?
You can reupload these edited files in your download:
- dlc.rpf
- presetoutfits.ini
Users will install your modifications over the original EUP, so the main files are still required for your mod to work fine.

I'm making new textures for the duty belt and I need pieces of advice. So the belt is all in Nylon, belt and pouches (except for the holster) I know nylon is an unusual choice in for Southern California Law enforcement, but Rockstar games made it that way.
So I enhanced the textures of it, the radio used in this work in progress is from ( Yes permission is granted)

The belt is gonna be use as a standalone, in uniform packs for MP characters and Realistic Dispatch enhanced

everything works with the keyboard. so I just tried it again and noticed that the dpad controls work with my vehicle(opening the door and telling the arrested suspect to get it) put when it comes to interacting with a ped I don't get a response from the dpad controller. when I hold any of the arrows it brings my cellphone up. my right thumb is also non responsive for the back up menu it just looks behind

im still having the problem with my dpad controls not responding on my controller. I cant stop anyone or make an arrest with the controller. 👎

My goal here is to create a UI that will let you easily create configs for LSPDFR, including importing outfits from EUPMenu and importing/exporting UltimateBackup settings. It will make use of the whole picture to make configuration easier (for example, selecting from a dropdown of the configured outfits while adding peds to agencies), and will prevent errors such as accidentally adding one zone to multiple regions.
 
The question is, are people messing with their configs/exporting to UltimateBackup enough to make this worthwhile?

@c13 apart from LSPD, most dept will have a vest to be added as an ''Extra'' so it's optional but it's there. LAPD doesn't seem to have one, but there is generic one if you need it
