Go into your game folder, and press the letter T, the computer should auto select files starting with T, once you come across a file that says 'Trainer' hit enter and complete the steps I said above. There should be two files. A trainer trains the game how to behave. Lol I'm joking a trainer is a script file thingy-ma-jig that lets you do all sorts of things while in game. For example you can change weather, spawn cars, get money, weapons. Just to name a few.

Are you using a trainer? If so go into the config file, open it with notepad or a text editor, then hit CTRL + F, type keybindingsdisabled and change the value to 1. That should fix the spawning of the Flezter I don't know about the 'Console cleared thing' I've never heard or seen that.

Hardcore mode might be the issue, have you tried it with hardcore off, I've never seen this problem.

Run the diagnostics as administrator, then at the bottom click advanced mode, it should work then and you can configure LCPDFR to your liking. You also can go in the LCPDFR ini, and under 'Main' there should be police models, type in which vehicles you want during vehicles selection.
