No, Can you access vehicles.IMG? If it throws a error sayings its corrupted, you need to reinstall IV, NOT Open IV, Open IV is working fine.

Do you have the Ill Gotten Gains vehicles? Can you go online without mods? If you answer no, you have not updated your game!

If vehicles.IMG is corrupted then you will have to reinstall IV.

Even a GT 820M cant seems to run it, playing on a laptop is something I would not recommend. If a GT 820M cant run it, HD Graphics on a laptop definitely will not run it.
