It isn't that hard to make a non-ELS car ELS compatible is it? The 3d model would be already done, and that would be the hardest part, I guess? ... And there's like 3 Real LAPD/LASD packs already, a lot of CVPIs. No SWAT vehicles, firetrucks, ambulances, something to replace that ugly van, etc.

Building a PC is the best option if your trying to save money. And if you do end up buying a pre-built I would recommend getting a ABS computer, they look to have the best prices for what your getting. There was one on sale with a GTX 960 2gb, i5-4460, 8gb DDR3-1600 ram for $750.

Buying a pre-built isn't a bad thing(make sure its on sale though), but 96% of them are rip-offs, I saw one for $2000 with a GTX 760. But $250 isn't a lot to work with for gaming, prebuilt or building.
