A skin of an early 90's Montana Highway Patrol crown vic. Problem is, I can't tell what the red lettering on the car is. All the pics are too far away to see it. The ones that are closer show the 80's version with no lettering. -

check the "Policing.ini". Inside it will give you the keys to press. Also make sure you are using the out of car breath test for the peds. -EDIT- Matosh beat me to it ...and explained it better. *golf clap*

There are several peds mods in the download section. I believe one of them has what your looking for. More faces mod or something like that.
