Yeah, I like the look of the 13 slot wheels better anyways. I've had the 2003 for 5 or 6 years and it's been my daily driver and I have yet to have a problem with it other than the transmission and I that happened well after I bought the car it had around 120,000 when I bought it for $800 at an auction and, it now has 181,000 so it's been a great car. I've never had an issue with the paint except for a small patch on the roof that flaked off but I have seen plenty of P71s that have the paint peeling everywhere it seems to mainly affect the white cars but I have seen it on other colors. My 2008 only has 106,000 on it and I got it for $400. I haven't drove it that much since I just replaced the transmission a few months ago but, it seems to be pretty mechanically sound. The 2009-11s have some weird build designs to them since Ford knew they'd be phasing out the Crown Victoria the build quality kind of started to drop off a bit since they started to focus on other productions like the "next gen police interceptor" however, I rarely see any 2009-11s for sale with bad transmissions which is the most common failure on a police vehicle so idk if I'd believe the whole build quality thing.
