That's not their problem, they have plenty of money, hell they upgrade their vehicle fleet faster than pretty much every force in the country. The problem is all the higher ups and politicians are putting so many restrictions and politically correct rules into the front line officers, that they are practically unable to think on their feet in a split second situation. take the Burke street incident as an example. They'd been following that guy for something like 16 hours but they couldn't do anything about it because they're not allowed to pursue or shoot the car or anything. The people to blame for that horror is the man himself and the judges who bailed him out after his last arrest
