the most likey thing they would do is have just the one mod folder, but have their own custom DLC's, and they can just switch them in and out easily depending on what models they need. It only affects cars and peds, not anything else

The one on the falcon is the defender lightbar, the one you're talking about the one on the evoke is the 90s series, which @MooseYTY is using instead of the rx2700

For volunteer brigades any call they get where they are one of the first brigades they always send out as much as they can. If they get called as backup to another fire maybe only one or two will go, depending on what's required
