If that's true it's a bit racist law, seems taken from the XIX century... there are white people that can stand more alcohol, and other that with 2 cup are drunk, so I don't see it can be a race problem... I don't think being drunk it's just the problem; I've been with people that had drunk a bit too much and they didn't have killer impulses, maybe carrying a gun is also a big cause of what happened, besides that the guy seemed to have violent record, even pointing with a gun some officers time before.

It's impossible to make ELS boat, like I said before, are not compatible.
