I would start out using Abraxas VdhPolice Helper, tow service, coroner mod, ELSv7, cruise control mod (called speed limiter) and Braveheart policing script.  Those will add to the game play and I believe all can be found on this site.
 
I also use PSS Radar for catching speeders and a few other mods for in-game time (slows down the game clock to about 8-9 seconds per game minute, instead of 3 seconds per game minute.  This way an 8-hour shift is about 1-hour game play..roughly).  Few other time-cycle mods, but no ENB for me until I pickup my new gaming rig in a few weeks.
 
As for car mods, too many to list.  Just look around for what you like.  
 
One thing though; install one mod at a time, then play the game for a bit.  You'll be able to determine if the mod works for you without causing issue.  This goes for car mods, gameplay mods, what have you.  If you install 5-6 mods at once, and it porks your game install, you'll never be able to figure out which one is causing problems.  So key point is to take your time and do each mod one-by-one.

Listed below is some of the more commonly used default controls for LCPDFR 1.0, along with a short description.
 
ALT + P / START AND STOP LCPDFR
 
Use this to start and stop LCPDFR.
 
ALT + B / REQUEST BACKUP
 
This will call for a LCPD unit to assist you.
 
ALT + N / REQUEST SWAT BACKUP
 
This will call for a NOOSE Tactical Response unit to assist you.
 
CTRL + N / REQUEST HELICOPTER ASSISTANCE IN PURSUIT
 
This will call for a LCPD helicopter (when lethal force is unauthorized), or a NOOSE Annihilator (when lethal force is authorized) to assist you in a pursuit.
 
CTRL + M / REQUEST AMBULANCE
 
This will call for an ambulance to be dispatched to your location.  It generally only works if there are dead peds near you.
 
CTRL + F / REQUEST FIRETRUCK
 
This will call for a fire truck to be dispatched to your location.  It will extinguish any nearby fires.
 
ALT + E / CALL IN EVENT, UPDATE STATUS, ETC.
 
If you get attacked by someone, or someone runs you over, or someone starts shooting nearby, you can use ALT + E to call this into dispatch.
 
T / DRAW AND HOLSTER TASER
 
This will draw or holster your Taser.  It needs to be pressed twice for the first time.
 
CAPSLOCK / OPEN QUICK ACTION MENU (QAM)
 
Holding this will open the Quick Action Menu
 
ALT / FAST WALK
 
Holding ALT while walking will result in you walking faster (if using a 'fit' cop ped).  This also brings up the LCPDFR Aiming Marker, which you can tell your partner to go places with (use the QAM)
 
E / OPENING DOORS, TRUNKS, INTERACTING WITH VARIOUS THINGS
 
The E key is used quite a lot.  You can use it to open the rear doors of your last vehicle (it must be the last car you were in), and you can also use it to search trunks, get weapons from police car trunks, join ambient pursuits (hold it down), etc.
 
F8 / PURSUIT TACTICS MENU
 
When in an active pursuit, you can press F8 to bring up the pursuit tactics menu.  This allows you to authorize and unauthorize lethal force, etc.  Use the arrow keys to select an option and Return to confirm.
 
SHIFT / TRAFFIC STOP
 
You can press shift when behind a vehicle, in a police car, to attempt to pull it over.

LCPDFR 1.0 comes in two forms: as an automatic installer, or as a manual installation package.  If you're having trouble installing LCPDFR 1.0 with the installer, or if LCPDFR 1.0 doesn't work after using the installer, we recommend that you re-install using the manual installation package instead.  This is actually really quick and easy to do.
 
Install Microsoft .Net Framework 4.5 and Visual C++ Redistributable 2010 ( x86) and 2012 (x86) and DirectX runtimes

LCPDFR 1.0 requires all of these to be installed before it can be installed.
 
 
Downloading the LCPDFR 1.0 Manual Install Package

Simply select 'LCPDFR 1.0 Manual Install.zip' from the list of files that is presented to you by clicking its download button after accepting the disclaimer:
 

 
Extracting the LCPDFR 1.0 Manual Install Package
 
Once the file has been downloaded, you'll need to extract it as it is a compressed (.zip) folder.  To do this, simply right click on the file and select 'Extract all' if using Windows Compressed Folders utility, or by selecting 'Extract files...' if using WinRAR.
 
Once the files have been extracted, you'll have a new folder called LCPDFR 1.0 Manual Install.  Open this, and you'll see a list of files like so:
 

 
Installing LCPDFR 1.0 with the LCPDFR 1.0 Manual Install Package
 
To install LCPDFR 1.0, all you need to do now is select all of these files (CTRL + A), and copy them by pressing CTRL + C.
 
Now, navigate to your root GTA IV directory, where GTAIV.exe or EFLC.exe is, and paste the files into it, being sure to replace any files it asks you to, like so:
(note that the only files that will be replaced are LCPDFR files)
 

 
 
Once this is complete, your GTA IV directory should now look like:
 

 
 
Selecting an ASI Loader:
 
You'll notice that there is a folder called 'LCPDFR Install (ASI Loaders).  This contains two files (xlive.dll and dsound.dll) which are ASI loaders.  They load ScriptHookDotNet.asi into the game, allowing it to load LCPDFR.  You need to select one of these ASI loaders (xlive.dll also disables Games for Windows Live, useful if you don't play multiplayer and don't want annoyed by it, otherwise select dsound.dll) and place it into your root GTA IV directory.
 
Once done, your GTA IV directory will now have all of the LCPDFR files and folders, as well was either xlive.dll OR dsound.dll.  DO NOT USE BOTH.
 
You can now delete the 'LCPDFR Install (ASI Loaders)' folder, and LCPDFR 1.0 is now installed.
