I can only get one sheriff's department to spawn, even with RDE's addons and stuff, so I've just made Blaine County the only county in my game.

Vehicle model itself. Some authors have it mapped to the skin, others have it mapped to the random plate generator function. I don't exactly know what you mean by "how hard is it to edit that in". Are you asking how hard it is for the author to edit that in? Or asking how hard it is for someone else to edit that in? For the author it's very easy. For someone who doesn't have the unlocked file and program for it, it's impossible.

Cars are loosely based off Laguna Beach PD, CA. *Video is outdated, but the lights are brighter and there's a different pattern on the rear of the lightbar- 64 comments

Look for a vehicle that you know automatically spawns with the tint that you want, and copy it's diffuse tint line, then replace the diffusetint line of the cop car you want.
