    Thank you everyone for the replies. I have also contacted Rockstar and will post their response here when I get it. I don't think I have anything to worry about, I like online just as it is and have no care to use mods. Just want to cross the T's and dot the I's.

    Hello, open the visualsettings.dat file, located in the common/data folder, and look for the following line:
    car.defaultlight.emissive.on 141 There can be any value behind this line, in this case it's 141. Play around with those settings.

    The Crime Statistics are currently offline and that is what is causing your probem. To fix the error, do not link your account until it is fixed.

    Thanks for reading it, to begin with. You can add  the following lines (I am going to update the document soon, doing some major rewrites atm). 
    -renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 0 -detailquality 0 -novblank -norestrictions -width 320 -height 240 -safemode -windowed -percentvidmem 100 -minspecaudio -novsync -renderquality 0 -frameLimit 0 -nomemrestrict This will force the game to minimum settings.

    ............ svchost is a system process and should never be stopped. You can cause damage to your OS installation that way. (http://www.howtogeek.com/howto/windows-vista/what-is-svchostexe-and-why-is-it-running/). 
     
    Does your game crash after like 10-45 minutes?

    You should never interfere with Windows processes unless you are 100% sure you know what you are doing. 32 bit OS have a limit on the amount of RAM it can use, 64 bit can handle virtually infinite amount of ram. Are you using any commandlines to increase the avaible videomemory? Windows 7 is much better than Vista, hands down.

    You simply create a text-file in your main directory called "commandline.txt". For you, I would recommend that you type the follow into it: 
    -percentvidmem 100 -nomemrestrict

    Create the file, add the lines I wrote above and run the game. Maybe it will help, I always run with it. I can try to explain the commands more in depth: 
    -percentvidmem 100 (Makes 100% of your videomemory available for GTA IV to use). -nomemrestrict (No memory restrictions for GTA IV).

    30 minutes is within my acceptable parameters :P Try decreasing graphics and such to maybe get better playtime.

    They're extremely different, if that's what you're asking, yes. Scripts for GTA IV mostly manipulate existing code by injecting commands into live memory and are often written in a different programming language than GTA IV was.

    Actually, LMS has been doing something similar to this. He isn't rewriting code, but he has been developing solutions to one of the main problems with GTA IV.
     
    He explains the problem here, analyzes it here, and fixes it here. I think this is the AdvancedHook.dll that is installed with LCPDFR and I'm sure this is one of the reasons LCPDFR has been taking so long to develop.
