Peroxide

I recently acquired the 2010 CVPI - LCPD 2x.rar mod and the PACK-LCPD-V1.1L-AC.rar mod, both of which add the cars and their textures but the lights wont work. I can hear them I just can't see them. Here's a picture; It's sort as if the sirens are stuck This is how it looks in the OpenIV Model Viewer:

Where can I find that? Is it on this forum? I know these are pretty noob questions myself as I am a moderator on a different forum for a different game entirely, so many troubling questions where people expect answers :{ Cheers for the help so far anyway

Cheers, I also want to know if I need any specific software to add custom skins for cars e.g custom Police cars etc.

Title is self explanatory. I am not sure if it's bugged or not, I have pulled someone over before with the red circle appearing next to their driver-side door, as of now I have tried turning on my ELS and Sirens to get them to pull over but they only pull over to let me pass. I want to know how to make them stop so I can breath-test them etc. Any help is appreciated. Cheers.
