How to pull cars over?

Title is self explanatory. I am not sure if it's bugged or not, I have pulled someone over before with the red circle appearing next to their driver-side door, as of now I have tried turning on my ELS and Sirens to get them to pull over but they only pull over to let me pass. I want to know how to make them stop so I can breath-test them etc. Any help is appreciated. Cheers.

Press Shift when driving behind the vehicle you want to pull over. Breath-tests are not part of the LCDPFR modification it's an addon which can be found in downloads section under script & data modifications. ELS lights and sirens will not pull over vehicles like when you are pressing Shift.

Where can I find that? Is it on this forum? I know these are pretty noob questions myself as I am a moderator on a different forum for a different game entirely, so many troubling questions where people expect answers  :{ Cheers for the help so far anyway
