Hey Everyone,
 
Today I bring to you my Non ELS Lore Livery ONLY FHP Vehicle pack that was made for the OCRP community. The OCRP community however will not be getting the Mustang and the Challenger and what they are getting I can't release due to privacy of the vehicle. The vehicles feature many things including:
 
- Reflective Liveries (Also removeable in mods).
- Light Templates to change each individual light to whatever color you want it to be.
- Vehicle Templates to change the liveries to something else that you would prefer instead of FHP (Although @ShadowShifter really outdid himself with the accuracy of these ones).
- Vehicle mods so you can add different spot light setups, ALPR Camera's, Turn off the Reflective Livery feature, Change out Prisoner Transport Partions and window bars, as well as K9 cages for the SUV's in the pack
- The EXACT vehicle pack being used by OCRP minus the Challenger and the Mustang
- Multiple light setups for different vehicles (Javelin lightbar for the Charger and Tahoe as well as a Valor option)
- Take Down and Cruise Lights as extra's (Extra's 11 and 12)
- ULC Compatible for the Take Downs and Cruise lights (Coming Soon)
- 3 Digit Call Sign/Unit Number Mods
- Support Flags for the back of the vehicles (Rainbow, Thin Blue Line (Second option to customize color of line through GTA Color modifications), Breast Cancer awareness ribbon (Again second option to change the color to something else through GTA Color modifcations).

Today I bring to you the Vehicles currently in Orange County Role Play (OCRP) Law Enforcement Fleet. These are the EXACT vehicles you see your favorite content creators/streamers patrol in and/or run from the police. All vehicles are the exact vehicle minus the liveries as those are kept private to OCRP (Minus SAHP/Highway patrol now). All of the vehicles come with many features that I'm sure I'll miss some on but here is what I can think of off the top of my head:
 
- Many Mods to add/remove equipment (ALPR's, Rambar Wrap Arounds, Camper shells, Spot lights, Partition's, etc.)
- 3 Digit Unit Number (Through the Use of Vehicle Mods)
- Vehicle Templates so you can create ANY livery you want for your own server or use the ones provided courtesy of the members from my discord (Thanks again guys!)
- Reflective Liveries so you can have reflective parts of the livery when light shines off of that specific part at night
- Vehicle Light Template so you can change ANY LIGHT POD's COLOR to whatever you would like
- Light Setups can be changed on each vehicle through Vehicle Extra's
- The Unit Number Texture in the "Templates" Folder is the Template for Unit Numbers on the Roof, Replace them with any font you want that is the same size

- These vehicles are setup to be installed into a FiveM server. The User/Downloader is the sole responsible for ensuring install is correct and setup correctly. 
 
- Q and A:
 
- Q: Can you make an ELS version:
- A: No, GTA VI will be here hopefully this year and I don't think I'll have time to build vehicles once it releases to console (Sorry just trying to be honest lol)
 
- Q: I don't see any Spotlights:
- A: They are under the vehicle mods section along with other parts for the vehicles
 
- Q: The lights are blown out/to big/not facing the right way:
- A: You have a conflicting Carcol ID. You will need to change the ID in both the carcols and carvariation meta
 
- Q: The mods are not working for the vehicles:
- A: You have a conflicting Carcol ID. You will need to change the ID in both the carcols and carvariation meta
 
- Q: Do you plan to add XYZ:
= A: No we are not adding any further vehicles to this upload. Anything from the server you see for LEO in Content Creators videos/streams are either limited to private server use only or with minor edits only.
 
- Q: Where are the SAHP/Highway Vehicles:
- A: This is the only vehicle pack that we've released with it being 1 to 1 to the servers vehicles including liveries. It can be found in Thero's Non ELS FHP Vehicle upload on LSPDFR
 
- Q: How do I change the lights:
= A: Each Vehicle has a light template to change the individual pod on each vehicle to whatever color you want simply make the change and replace the file with the same name in the YTD similar to vehicle liveries
 
- Q: What is the "reflective" texture and why is it blank:
- A: All of the vehicles are setup to have "Reflective Liveries" and are mapped per the vehicle template. This mod can also be disabled by leaving it blank and/or within the vehicle mods if you would like to run as an unmarked. Simply add the parts of your livery you want to reflect and replace the texture file in the YTD within it and it'll reflect when light hits it.
 
- Q: Can I upload my Liveries for others to use:
- A: You may reupload the YTD Texture file only and link to this file download for the user to acquire the YFT Files needed
 
- Q: The Lights and/or dash are dim and/or blown out:
- A: The vehicles are modeled for use with a visual mod. OCRP Members typically purchase either NVE and/or QuantV and why the lights seem dim.

- Fixed the July 4th F-150 so that it is back within the pack

Install Instruction Update:
 
1. In your dlclist.xml file add  <Item>dlcpacks:/statewide/</Item> to the bottom of it
(This file can be found at: mods/common.rpf/data/)
*Note* If you don't feel comfortable with this process I've included my file. DO NOT USE IT
IF YOU ARE USING OTHER MODS OR IT WILL BREAK IT. Mine also has MPCLOTHES and EUP but that is it.

Welp, I've been promising this pack for quite some time and after 10 months of building it, it has finally come to be. 
 
There is so many lightbars, configurations, setups, features that it is hard to name all of them so I'm sure I am going to miss some of the unique touches I put into each department and the overall ones within the pack but I will do my best to remember. This pack is planned to be supported with fixes to issues as I come across them while recording content.
 
- Over 60 Vehicles that you can customize to your liking with light color setups and/or liveries
- 4k Liveries for +HI YTD's and 2k Liveries for YTD
- Replacement Vehicles to Replace Default LEO Vehicles that have working LOD's (I am no good at creating LOD's so they are not the most optimized but they are there)
- Light Pod Templates (You are able to change any light pod color on any of the vehicles you want. The template is included in the files to do this)
- All Blue Light Setup has been included for those that want to run all blues but customize however you want!
- Vehicle Templates (You are able to change the liveries to something else that you desire instead. The Template is provided to make your own)
- Reflective Liveries (The Paleto Bay Department vehicles DO have reflective Liveries)
- Siren Controller(I forget which departments I did this to, but the siren controller lights for the different stages do work for the extra detail)
- Working Radar (The Vehicles Speed Tracked (Green Light) works in the HEAT units using the Rockstar Race Dash Dials)
- Rotating Spotlight (All of the vehicles have working Spotlights (With the exception of the CVPI's) the work with the Scoop Dummy (Controlled the same way as the bulldozer)
- Working Take Down Lights (All Vehicles have Take Downs with the exception of the Misc Service Ones)
- Working Traffic Advisor Lights  (For vehicles that have a traffic advisor)
- Working Ally Lights (All Vehicles)
- Rambar and Wrap Around Extra (Some departments have the option to install a wrap around on your rambar, others have the option to run no rambar)
- Accessory removal (On the FBI/Unmarked units you can choose to remove/add a rambar and/or add/remove ALPR Camera's mounted on the roof)
- Lights that move with doors (If I have a light on a door, it should move when you open it, this includes trunks as well as bumpers if they get blown off)
- Working Cargo Organizer (When You open the trunk on most models, the trunk organizer drawer will open up as well with accessories/equipment inside)
- Plus Much More that I can't think of.

FAQ:
- Do you plan to make a non els version?
If I'm bored, and GTA 6 hasn't been announced yet, then I may try and make an Non ELS Version of this pack. It of coarse, will have limitations due to the settings and features ELS can provide (Take Downs, Traffic Advisors, etc.) over non els.
 
- Do you plan to add more vehicles?
It is possible. I did want to maybe do some Fort Zancudo vehicles as well but its not guaranteed
 
- I can't get this to work, can you help me install it?
No, I'm sorry but my time is very stretched thin to where I can't hold anyone's hand. You are downloading this with the understanding/knowledge of how to install vehicles into your game. I've set this up as a DLC only to better optimize the file size of the download.
 
- Can I upload my liveries I create?
Yes! You may re upload the YTD file with your created livery. I ask however that you link your upload to this page so the YFT can be downloaded. DO NOT UPLOAD THE YFT Files!

Hey Everyone,
 
I created some alternate liveries for my ELS State wide Pack along with @ShadowShifter . All of the YTD's for each department are sorted by folder and original file name so that its as easy as drag and drop and replacing the original YTD Files.
 
The only two departments we didn't get to are the State Park Vehicles and Paleto Bay Vehicles but everything else has a replacement livery for it within this pack with a Second Set of Liveries for Specific LSPD Vehicles.
 
Install Instructions:
- Replace the original YTD files within the Pack with these for any department you want to change.

Today I bring to you my Gotham Police Pack. These LEO cars are based on the vehicles used in my favoriate movie series of Batman beginning with Batman Begins and ending with Batman the Dark Knight Rises.
 
These vehicles have working Spotlights that rotate as well as only two carcol ID's being used (1 for the rotators and 1 for the non rotator vehicles).
 
The Ford Explorer that was used in the movies is two body styles previous to the one used however I do not have one of those at my disposal so I tried to use the oldest one that I could.
 
Credits for each vehicle can be found in the Credits File.

Hello Everyone,
Today I am bringing to you my released CHP Vehicle Pack. This pack is setup as Non ELS and is ready for use in a FiveM Server. This packs creation was aimed towards accuracy (as best as I could) towards the real life CHP Vehicle fleet and to combat the illegal selling of my old chp pack that was stolen from the DOJRP community. There will be certain aspects that were not within my ability to make these 100% accurate but I tried the best I could to get as close as I could with them.
This Pack has the following features:
-    Working Traffic Advisor bar with use of Extra’s (All are standardized. Extra 10 controls center outwards, Extra 11 controls Passenger to Driver side, and Extra 12 controls Driver side to Passenger Side).

-    I do know that the CHP has not been approved a 2020 Explorer yet but I wanted to make it in the off chance that they do start using it
-    I do know that CHP does not use Slick top Tahoe’s or the Vector 2010 Charger. I wanted to include these as options as it was simple to make to give more options for people who wanted them.
- I could NOT include a BMW Motorcycle as I do not have the Code 3 Light package that CHP uses and didn’t want to use inaccurate lighting. If I come across some later on I may be updating this pack with the CHP Motorcycle as well
-    There are NO plans to make the Dodge Ram and/or F-250 that the CHP use as well
-    There are NO plans to make the 2013 ish body style of the Chevy Tahoe as it is not used for most patrolling

This pack has been an ongoing project for close to a year now but it has finally been completed to the best of My Ability. I tried to capture as good as I could a good amount of the vehicle fleet that the LAPD uses.
Big Thanks to @ShadowShifter and @Stoppel for the Liveries and Carcol work to get the light patterns and liveries accurate to the IRL versions as well as Big Thanks to the beta testers to work out all the issues I hadn’t seen when originally creating the vehicles.

I tried to standardize the Extra’s list as well to make it easier between the models
Extra 1 = Ram bar (If applicable)

Extra 8 = Front Responding Lights (Roof bar)
Extra 9 = On Scene Light Pattern (Recommend Turning off Extra 8, 10, 11 and 12)
Extra 10 = TA Traffic Bar center to out (Must have Extra 8 on to work)
Extra 11 = TA Traffic Bar Right to Left (Must have Extra 8 on to work)

Can you add XYZ vehicle to the pack?
I will possibly add more vehicles but in the far future.

Make sure you do not have a conflicting Carcol ID with another vehicle
-Can you make this ELS?
There are no plans to make an ELS version. There are really good ELS LAPD Packs out there already by other devs such as Walters
Do they have LOD’s?
Sadly they do not as I am very lazy to do it. No excuse, just lazy

Happy holidays GTA Community.
Today I bring you a first for me. A Vehicle that uses both ELS and Non ELS light setups (Not perfected by any means). This vehicle I built with the intent on using for a Christmas special for my YouTube channel (Episodes release Christmas Eve and Christmas Day) and wanted to share it with the rest of the community.
Again it is not perfect by any means but it was something I wanted to share with everyone and hope you get as much enjoyment out of it as I did.
Features:
- Working Siren Controller (Basically just mapped the extra lights to lights on the controller)
- Non ELS lights (Front and Rear Bumper)
- Rest of the model uses ELS lighting
- Take Down Lighting
- Ally Lighting
- Template provided for paint job creation
- Dirt Mapped
- Spoiler/Wing works as an extra in case you don't want it on
Installation:
This vehicle is intented to replace the "FBI" vehicle slot. If you replace it anywhere else the non els lights will not work correctly without routing the siren id to the FBI slot.

Happy 4th of July to all the members here. Today I'm bringing to you a vehicle I used for one of my special LSPDFR patrols for my YouTube Channel for you guys to use if you would like as well. Nothing says Merica like a big Flag waving out the bed of a Truck with the Stars and Stripes painted on the side. Just to keep from the asking of "Can you make this for ELS?" or "Can you make this Non ELS?" I've included two versions of the file. One for ELS and One for Non ELS. Features of the model include:
 
Features:
-ELS Version of the Vehicle (Note that the ELS XML File is the generic blank one and will require setting up).
- Non ELS Version of the vehicle (Light pattern setup created by Stoppel).
- Both ELS and Non ELS Versions include a version with and without the American Flag flying in the bed of the Truck.
- Custom Handling line by TheAtomicKoloa to ensure the truck doesn't roll over on you with the lift kit on it.
- LSPD and BCSO Liveries are included with the files.
- The Livery by TheGamingNorwegian is setup as Transparent for both LSPD and BCSO so you can paint the truck whatever color you want in game using a Trainer of VMenu.
 
Bugs:
- I noticed on the ELS Version the left Headlight would come on when the lights were turned on. I believe it is only a xml file error but I am not 100% sure. There is no plan to fix this in a later update if it is beyond that.

Hey Everyone,
 
Today I am bringing to you FINALLY the Development version of the 2015 Ford Explorer I started putting together over a year ago. Much time was needed to try to get it as good as I could with the different vehicle models it was pieced together from as well as permission from the authors to upload it (They have been included in the credits with each part that was contributed. I simply molded it together as best as I could as well as fix issues I could see).
 
It is not 100% perfect but it is as good as I could get it (and I'm to lazy for LOD's so sorry you'll have to do that part). I've included it as a Z3d File so you can make any fixes you wish to. With GTA Mod Center not up and running for sometime now we have been without a 2015 Base and with VooDoo's permission I wanted one to be available again and decided to upgrade it with a nicer interior.
 
Credits are included in the file as well as the credits tab here. You are NOT ALLOWED To upload this in an Unlock state on another website. You MUST include the provided credits with your LOCKED release to give credit to the people who worked so hard on these parts.

I decided to build a special 100th episode/1000 subscriber special vehicle for my YouTube audience and as I promised I said I would release it to the public to use. So I give to you a 2017 Ford Focus RS using a Lore Friendly Livery of the Murrieta Police Department to go hand in hand with my very old and outdated pack(s) I created in the past.
 
I had been wanting to release this for a while but I figured with those milestones coming up it would be the best time to do it then. I hope you guys enjoy.

Today I bring to you a Project I've been working on for the past couple of weeks. A 2014 Chevy Camaro that I've turned into an unmarked/slicktop speed enforcement/undercover unit. This vehicle is not meant to represent any specific department vehicle and is just a creation from my imagination. 
 
The vehicle is mapped with all blue lighting with the exception of the mirror lights as well as it has been uv mapped to add a livery if you so desire (It comes without one by default). Since I personally hate using the trainer to clean my cars I've purposely removed the dirt textures from the vehicle to keep it clean constantly.
 
Below is a walk around and light demo of the vehicle. I built this vehicle with the purpose of traffic enforcement so that the front lights do not activate until Stage 3 lighting however I used it for call-outs and other purposes as it was a fun vehicle to drive and build.
 
This file is made to be an add on vehicle. Instructions are provided on how to install the vehicle as well as a Car Variation, Vehicle Meta, and a Handling line file so you may use it in its intended purpose (As well as have your hands on the steeringwheel and working dials).
 
*NOTE* This Car was made and Instructions were written to work with Albo's Modding DLC Pack as it makes it easier to do.  This can be found here:
 
I did a birthday live stream using this vehicle a few days ago and promised that I would provide it as a download for anyone else to use and enjoy if they would like. Thanks again for viewing and downloading the file.

I have left the part in a somewhat big state in regards to texturing to hopefully make it easier for anyone that wants to remove certain parts that they do not want. 

This DOES NOT COME with a uv map template. It is left like this so you may add it to your truck project or uv map it as you choose to want it.

This truck was created for a 100 Subscriber (Yea its Sad I know LOL) Special LSPDFR Episode on my YouTube Channel and as I promised to the Subscribers/viewers I said that I would make a vehicle that I was able to release for everyone to use.
Thank you again Everyone for Viewing/Downloading this Model and also to the subscribers for making all this possible. I didn't think I would see a subscriber count past 10 (and mostly my IRL friends/family), but to be at 100 Subscribers already really means a lot to me and I really hope this truck being released means a lot to you as well as the community to enjoy.

-Multiple Liveries Enabled for All of the Vehicle Models (Additional CarVariation & Vehicle.meta edits maybe needed for some vehicles already not enabled).
-Templates to Create Your Own Liveries for the models (I'm sorry I had to create new ones for every vehicle. I wanted to use already created templates however I am not very good in regards to painting Black and White Units).

Hey Everyone,
Decided to make this for my taxi model to add some more realism to the game and the overall feel in the car (Lets face it, Cab drivers don't know everywhere in town). It's not in the best model but it was all made in Zmodeler so it wasn't exactly easy to make as well. I know some touch ups could be made but they don't bother me as much.
With that being said here is the release version for others to use in there vehicles as they like.

However you may add it to any vehicle models you create but are require to use the credits below releasing the model.
