The easiest way you can do it is by replacing a vehicle with your police bike, which is one of the only cop cars that regularly spawns on the highway. If you do this make sure you copy over the handling text for that vehicle. Even after that I wouldn't suggest driving it yourself, since it would still behave like it were a bike, I do it just for show.

Follow this guide on how to install add-on cars, then go into lspdfr/data/agency.xml, scroll down until you see the highway patrol agency you have, then I would recommend making a new Loadout field, naming it Patrol Unit, then adding the vehicles by their YFT model names into the Vehicles field, like how it is done in the Motor Unit loadout. Make sure to include the peds too. A more detailed version can be found on the wiki documentation.
