Did the LAPD, LASD and CHP still use the 1989 Caprice in the mid 90s or where they replaced by the newer Caprice models by then?

They were still around afaik. CHP would probably be the first to phase it out, though.

Sad. If so i stop my own works on same models for pack and will work on 70's polara, i try to put on it more quality lights by solo.

The tailights are on literally 99% of all the Crown Victorias on this website. It's the Driver: San Francisco model. The only thing you will need is this. Adds the amber coloured indicators for a 1998-2002 Crown Victoria.
