the bolt pattern is the same so it would make sens that a cash strapped department or even a large department would put older model wheels (ex:from an old wrecked unit) on a newer vehicle :)

Doesn't LAPD have enough cars to go around? Lol I mean would they even get use out of doing something like that to an CVPI?

LAPD still "has" by 2013, 1996-7 Crown Victorias. Same wheels.
