I can assure you it's not. Also, the little bit on the inside of the headlight is suppsed to be chrome.

The model in real life does not have chrome on the edge of the headlight, instead it's painted black.

What's the deal with the digital camouflage and the matte hood? Westminister PD certainly didn't have that when I made a texture pack a few months back, I'm assuming it's exclusive to the Utilities?

Yessir, that paint job is exclusive to the Utilities.
