Yes I agree with Chippy, wheels + lights look exactly same.

I believe that is an Explorer HG2 Demonstration Vehicle that NickieB made but never released

Its mine, well its Kevin Explorer with my HG2 Demo Vehicle setup I did a long time ago. It was never released and now with GMC being offline I don't know if it ever will see a public release. I've been promising him a slicktop Explorer and I haven't had time to complete the one I'm currently working on so I let him use this in the time being to satisfy his slicktop fever. 

Thanks NickieB for clearing this up for those who out of repect wouldn't release to me a(slicktop explorer) to finish my truck. I think all the explorers that were released to public were 100% excellent. I just wanted to make a slicktop version because there is a limited amount of slicktop trucks that were made for the Police Commissioner's of Philadelphia.
