Need custom carcols install help for non ELS

I'm not sure if I'm posting this in the right category or not, but I need help installing some of the non-els vehicles that have custom carcols files, none of the ones that I have downloaded has a install path for the carcols files and I have no idea where to install them and any of the vehicles I install without then the lights never work I usually have flashing taillights or one odd flashing light and that's it. Ive looked and looked all over for a instructional video and I cant find one anywhere. There is some nice non-els vehicles out and I prefer to use non-els for all my AI vehicles as it seems my rig performs better for some reason. Ive seen some vehicles where the developer actually puts into the description not to ask for help as if everybody just knows where and how to install so I'm not looking for any dick comments like that but would really appreciate any help, thanks
