Right, so I heard from a lot of people that after handcuffing a person you need to press F (just like how you get in your car), however when i do that, the person that I handcuffed just stands there and looks at me and doesn't get in my car, I tried pressing E, after the door open he doesn't get in and then after pressing E i press F and he still doesn't get in! I tried driving away but he just despawns after i get too far. I really don't know how to get someone in my car...

I'm pretty sure if you don't use Plugins like STP or Arrest Manager, you have to grab the ped and E /Dpad-right them next to the door.

 so the best way to fix it is stp ( stop the ped )

Stop the Ped should not be the problem.  Someone mentioned Arrest Manager above and that could be the problem.  Remove Arrest Manager.  In fact, you should remove any of Albo's plugins since they are all outdated.  STP is up to date.
