The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

In your log it seems like your mods folder is crashing the game.
Rename mods to _mods.

Also, LSPD:FR freezes once if you go on duty / force duty. It will get more stable after. 

You need help but aren't sure what you need to do / where you can get help?

    After renaming you mods folder it will disable everything within it. If your game runs smoothly you can ascertain that something within the mods folder is the cause of the problem.

    Do you notice any difference when you force duty and/or after renaming your mods folder?

    I've solved the problem with freezing but my fps is dropping lot. sometimes drop to 26&30 when i pullover someone or chasing
