There's really nothing I can recommend because I do not know of all the changes you might have made to your mods folder. 
Like I said before you will just have to remove things until it works.
If you can't find what's causing the issue you will just need to make a new mods folder. 

When you install NVE it adds it's own dlcpack that has to do with cars that is most likely "overwriting" any cars that you are trying to install.
I would go to the dlclist.xml (mods\update\update.rpf\common\data) and try removing the NVE_vehicles line and then see if you are able to see your replacement cars in game.

If you don't want to remove the edits made to cars with NVE then you could also go to mods\update\x64\dlcpacks\NVE_vehicles\dlc.rpf\x64\vehicles.rpf\
and remove the files for cars that you are trying to replace. 

Do you have a mods folder?
If yes rename it to _mods, this will disable the mods folder, then attempt to load in again 

From what I can tell from the log is that it looks like a random crash so I would just reload and keep playing.
Crashing is almost inevitable when playing with modified lspdfr but it looks like you go almost a good 45 minutes of game play which is pretty good
There is a couple of plugins you have that I would recommend removing. UK Callouts and Immersive dispatch 
These plugins are outdated and could cause unseen issues in your game so it is best to remove them

It looks like you placed RageNativeUI in plugins/lspdfr 
RageNativeUI should go in your main directory 

Hmm okay are the lights just static or when you activate the lights with J do only the tail lights seem to function?
And I have to ask, do you have ScriptHookV? 

This could be a long shot but I would try two things
In OpenIV I would go to mods/update/update.rpf/common/data and open up the visualsettings.dat
In the visualsettings file use Control+F to search for car.deafultlight.day.emissive.on and make sure that, that and the car.deafultlight.night.emissive.on both have values above 0
If they are (which they really should be after installing NVE)
I would try going in game and setting your PostFX and Shader qualities to High or better and see if you have any lights 

It looks like you will need to uninstall "Heli Assistance" it has a known issue where it says it can't find Spotlight (a required plugin) even though it's installed which it looks like you have. 

So a couple things I would try:
I see you mentioned that you've tried other patchdays but I would try, if you haven't already, to use this path in OpenIV 
mods/update/x64/dlcpacks/patch2024_01/dlc.rpf/x64/levels/gta5/vehicles.rpf
If using that path still does not work for all vehicles then NVE could be the source of the issue.
When you install NVE it has it's own dlcpack for vehicles. It could be that that dlcpack is "overwriting" the cars you are trying to put into your game.
You can try to either put your replacements into the NVE vehicles dlcpack or you can try disabling that dlcpack by removing it's line from the dlclist.xml 

First I would try loading up the game without Rage and see if you are able to load all the way into single player.
If you are then try loading into single player and then Alt+Tab out of the game and launch Rage
If you are not then rename your mods folder to _mods, this will disable it so we can see if something in your mods folder is crashing the game, and then try launching without Rage again. 

If you are unable to launch the game even when you don't launch Rage try this:
Rename your mods folder to _mods, this will disable your mods folder so we can see if it is what's crashing your game, and then attempt to launch without Rage.
If it works then something in your mods folder is causing the game to crash. This can be because you don't have a modified game config installed, something was installed incorrectly, or you just have a broken mod.
If it still crashing when the mods folder is disabled and without Rage then please find and upload your asiloader.log and els.log (if you use ELS). They will both be in the main directory.

Looks like you just need to update Rage Native UI

Start by making sure you are able to launch the game without Rage.
If you can great. Try loading all the way into the game, and once you've loaded in Alt+Tab out and launch Rage.
If you can't then you need to make sure you've updated your mods folder (that includes updating the update.rpf and game config).
You also need to make sure you've updated ScriptHookV if you use that.
And if you use ELS this latest update broke that too so you will need to update the AdvancedHookV.dll 
 
This could also be an issue with needing to add the GTA folder and Ragepluginhook.exe to your antivirus exceptions list, so I would go ahead and do that as well. 

Rename your mods folder to _mods, this will disable your mods folder for trouble shooting purposes, and try launching your game again. If your game launches with the mods folder disabled it means something you've installed or edited in your mods folder is causing the game to crash. You will need to revert any changes you've made to your mods folder until it works while being named mods. Computer+, while being a very cool plugin, is horribly outdated. Therefore crashes are going to happen regardless of what you do if you keep it installed.

It seems to have crashed because the A_M_M_HILLBILLY_02 model was invalid. But considering you got over an hour of play time I wouldn't worry about it too much just reload and keep playing. 

When installing addons make sure you have a custom game config, heap limit adjuster, and packfile limit adjuster to avoid crashing.

Remove Ridiculous Callouts from plugins/lspdfr as it is outdated.

Also the CopHolster plugin goes in plugins not plugins/lspdfr and needs to be loaded though Rage. And you will need to set Ambient.DisablePlayerHolsteringActions = true in the lspdfr.ini for it to work properly. 
 
Make these changes first and if it's still crashing when going on duty try renaming the mods folder to _mods, this will disable it, and then loading and going on duty.

Sorry I'm a little confused what your exact issue is? Like you can download LSPDFR from the website or you're having trouble installing it?
