The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Did you update your mods folder in OpenIV yet?

    I have not, what do I need to do to update that folder?  (I know how to edit it etc in OpenIV, I just didn't realize it has an update that it needs).  Where do I find the update?

    Open OpenIV, go into edit mode. A green banner should pop up. Click on it.
    It will replace the update.rpf, therefor removing / overwriting things like dlclist.xml, visualsettings and handlings / vehicles.meta file.
