Are there a way to make character  shout FIB instead in lspd when I play as FIB ?

As far as I know, there is no way to change that.

A voice sets option would be nice to have in the police station menus, to set and save voices per character, or at least a separate plugin to change them manually.

I Found a way to change voice. It in EUP but FIB voice never say FIB!! ToT

Yeah, you wont be able to. Unless you make your own voice line for it from game files. Sad days.

Maybe I can find some "FBI!!" on internet or youtube.....

The s_m_m_fiboffice_01 voice can say "FIB" if you can change it to that (don't know what the EUP plugin can do).
