The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I've read diffrent installation tutorials including the one provided here, but there is still one thing I do not understand.

 

 

For example, I wanted to install @SwedishModdings Volvo XC70 and it worked out all good. It was 4 files that went into C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\x64e.rpf\levels\gta5\vehicles.rpf\

 

But then, when I want to install other police vehicles, for example to replace POLICE2, that car addon only has 3 files in it, and replacing it in the C:\Program Files\Rockstar Games\Grand Theft Auto V\mods\x64e.rpf\levels\gta5\vehicles.rpf\ dosen't work. Instead it should go into some DLC patch(???) wich I have no clue about.

For a Police slot replacement I think you need to put it in the x64e file.  I had to do that.  For the police2, if I remember, you can install it in patchday3ng or the latest patchday which is 21 at this time.  So go to mods\update\x64\dlcpacks\patchday3ng or pathcday21ng\dlc.rpf\x64\levels\gta5\vehicles.rpf and drop the 3 files in there.
