I assume you are talking about the police garage?

Go to your main GTAV folder and click lspdfr folder>data folder> and open the duty_selection XML file.  Toward the bottom, add new lines and put the vehicles id, for example police2 or if it's an addon hwaycar5.  This will work for replace or addon vehicles.

 

To have those vehicles spawn patrolling then in that same folder (data) click the agency XML.  Look for the agency you want to have those vehicles in and add those vehicles under that agency.  Use the flag Spawn Ambiently.  You'll see examples of it in that file.
