Sorry for the late response. Looks like the files are protected. To fix it, follow these steps:

LSPDFR:
1. Re-download LSPDFR.
2. On your desktop, create a folder and name it "LSPDFR".
3. Using WinRaR, extract the download to the folder you just made.
4. For each file/folder, right click on it and select properties. Then check the box next to unblock.

5. Drag and drop into your Main Directory.

RPH:

1. Re-download RPH.
2. On your desktop, create a folder and name it "RPH".
3. Using WinRaR, extract the download to the folder you just made.
4. For each file/folder, right click on it and select properties. Then check the box next to unblock.

5. Drag and drop into your Main Directory.

Hello,

Go into your RPH Settings Menu and disable Counter Measures against online vehicles.
